The Study On Integrated Navigation Systemplanning Of Nangang

Nangang is listed as one of the nine big ports in the new revision version of Tianjin port planning,and located in Tianjin Binhai new zone in the central of Bohai sea economic belt.It is a large industrial port built by reclamation from land.With the rapid development of Nangang district economy,shipping industry grows stronger and vessel traffic flow increases year by year.In order to strengthen the ability of maritime navigation safety and meet the need of the shipping development,researching and planning of the Nangang integrated navigation system is necessary.New integrated navigation system is a comprehensive navigation system,which combined navigation hardware and personnel services and information system,aims to provide perfect navigation service.It is supported by advantage technology,and guided by need of maritime apartment.The system includes navigation equipments developing and deploying,electronic information service and manual work service.Considering port integrated navigation system,this article planed the port navigation to producing an organic port's AtoN system which including AtoN devices building,management and maintenance,comprehensive electronic information service.From the Angle of planning developer,the article researched and planned on port navigation facilities,Aids to Navigation(AtoN)management and maintenance,port integrated navigation information management and service based on the new integrated navigation system.Firstly,Forecasted Nangang traffic flow,dangerous waters,traffic flow and so on by researching the vessel traffic flow in near water area to provide reference for Nangang navigational facilities construction.Secondly,analyzed Nangang integrated navigation system demand by port overall development demands and water traffic management.Thirdly,According to the standards and principles of port planning,proposed Nangang navigation setting and planning(the vision buoys,the ice buoy and the radio AtoN)by analyzing port channels and AtoN situation.After that,the research firstly using the qualitative and quantitative analysis methods to planning the AtoN management and maintenance competence(the number of the AtoN maintenance workers,maintenance appliance and the construction of the site planning).Lastly,this article innovatively suggest the Nangang Port's Navigation business internal management system based on the AtoN cloud computing information platform construction(including AtoN business comprehensive information management system,AtoN telemetry and telecontrol system,port AtoN video monitoring system and mobile AtoN inspection system)and Navigation business Outside management system(including Port navigation information release system,and large LED sign navigation information sign).The two systems These formed an integrated navigation information management and service overall planning.Eventually,every port navigation system planning construction need consider her own character,but unified standard is needed.This paper tries to do some research on system planning for navigation system and provide reference to plan navigation system for other ports.
