China is one of the several countries that has been hit severely by natural disasters around the world.The economic losses and the number of casualties caused by natural disasters is very large,such as earthquakes.Therefore,how to reduce the damage caused by natural disasters(such as earthquakes)is an important challenge in front of us,through scientific methods and effective management.We need a lot of various materials,such as drugs,food and tents and so on,when earthquakes and other natural disasters occurred.We have to start the rescue operation quickly in this time,and how to deliver the rescue materials fast and accurately will become the key to rescue,but also become the key to reduce the risk of natural disasters through scientific methods and effective management.So the emergency logistics will highlight the role,and in which emergency facility location and route planning is most important and most fundamental problems affecting the overall development of emergency logistics.Nowadays,a lot of research are focus on emergency logistics network optimization under certain conditions,including emergency facility location,material distribution,path optimization and other issues.However,the actual situation has to be complicated,the logistics infrastructure such as warehouses and distribution centers and other infrastructure may be disrupted because of earthquakes and other factors,which will have a great influence on the emergency logistics routing planning.Based on the study of the location-routing problem in the emergency logistics system under the condition of facility disruption,we research the influence to emergency logistics network system caused by the facility disruption,and analyze the different facilities disruption,scenarios.Then analyze the rescue time and rescue cost function under the specific situation,to meet the maximum coverage constraints.A multi-objective optimization model for emergency logistics is established by minimizing the time of material delivery and the total cost of rescue.Next,we analyzes the other costs in the distribution of emergency logistics delivery,including the fixed operation cost of the distribution center,the transportation cost of the vehicle,and so on.Finally,we build the emergency logistics system location-routing optimization model under the condition of facility disruption.At last,we use a corresponding examples to solve this model and analyze the result,and use MATLAB software to solve the examples in solving.This also validates the model and the algorithm are rational and effective.Which provides a reference for the further study of emergency logistics system location-routing planning.
