Research On Establish HSE Management System Of The Construction Project

Natural resources for human development and natural environment for human survival are getting more and more attention of the society.To safeguard the health and safety of practitioners,and to prevent and eliminate all kinds of accidents are important duties for enterprises of various industries.Construction industry is the pillar industry of the national economy.The health,safety,and environmental problems in the construction project is getting even more important.With the proliferation of our country's construction projects,the production process is becoming more complicated.Especially when facing the fierce market competition and the need of sustainable development,we desperately need to promote the health,safety,environmental management level in the construction projects of our country.Through investigation and study of the current construction management of our country in the aspects of health,safety and environment,the article applies HSE management concept,which is widely used in current petroleum industry,to the construction projects of our country;and establishes the HSE project management model,and analyzes the usage of various elements of the model in the PDCA cycle;sets up the specific process of the construction and implementation of the HSE management system.This article also studies the key point of the HSE management system-risk assessment,and comes up with the solution of the hazards influence quantification method based on analytic hierarchy process,and cites a foundation pit construction project in Tianjin Binhai New Area as a case for analysis.Finally,the paper puts forward the matter element analysis method for the HSE performance analysis and calculation of the construction project.In conclusion,the paper summarizes the research achievements,on the basis of which illustrates problems existing in the research,and puts forward propects for the improvement of the HSE management system and its future development,and finally points out the direction for further studies.
