High-speed railway has been network operation;and its attractiveness to passenger has been significantly enhanced, with the rapid growth of mileage and scale of high-speed railway infrastructure in China.Due to the complex relationship between the lines in the network, the dynamic of network and organizational relevance between rail lines are very strong. Thus, the tradition methods for service planning of a single rail line or simple local railway network have failed to meet the rapid development of high-speed railway.Based on the relationship between the highest efficiency and the reliability of transportation organization strategies, this paper studies the generation and optimization of the service plan under the condition of large-scale railway network. On the basis of establishing the mapping relationship between high-speed railway service network and service planning, the integrated method for the generation and optimization of the service plan based on network evolution theory is put forward. It is mainly studied in the following key issues:Firstly, four network models,high-speed railway geography network model, train flow network model, service network model and passenger flow network model, are established combining network topology connection with transportation service function based on the complex network theory. The characteristics of different network models are analyzed respectively, which indicates that the high-speed railway geography network still shows a tree format, the distribution of high-speed railway traffic network conforms to the exponential distribution law,and it shows significant power-law relations between the strength and degree of high-speed railway service station, and has a high degree of aggregation and a smaller average path length, reflecting its free-scale and small world network characteristics. In addition the mapping relationship between service network and train service plan is established based on the essential characteristics of different network models, which proves that service planning of large scale railway network can be solved by complex network. Then, discusses the game relationship between the transportation enterprise and the passenger, the paper analyzes the evolution mechanism of railway network, and put forward the evolution model of service network based on the benefit of both railway transportation enterprises and passengers. The evolution model can be divided into four parts. The first step is to solve the community set, which is a set of alternative operation sections, according to the high-speed railway geographic network and OD passenger demand. The second step is to design the evolution rules based on the benefit of both railway transportation enterprises and passengers, and generate the service network by the priority connection mechanism. The third step is to transform the generated service network into service plan, according to the mapping relationship. In the fourth step, combined with the comprehensive weight of high-speed railway service network, the paper expands the traditional evaluation index of service plan, and puts forward the comprehensive evaluation index system combing the network characteristics. In additional, the corresponding adjustment strategies according to the evaluation index are also proposed in this paper, and the final optimized service plan can be generated. Finally, based on the high-speed railway network in China, the results show that the proposed scheme can satisfy the common interests of the passenger and the railway transportation enterprises in the maximum extent. Moreover, the proposed method is efficient and can be used in the large-scale,complex railway network structure.
