Comparative Research On Maritime Meteorological Services At Home And Abroad

In recent years,meteorological disasters occur frequently.The grave accidents at sea caused by meteorological factors should be focused on.As the number and tonnage of vessels continues to grow,it threats marine environment and maritime security operations heavily.Maritime meteorological services are indispensable to the complicated navigation circumstances.Chinese maritime meteorological support service has made some progress and gradually increased the accuracy of forecast,but accidents still continue to occur in the coastal area.Therefore,it is necessary to enhance the level of marine meteorological support service in China to reduce accidents and make it play a better role in avoiding risk and improving efficiency.The thesis makes an investigation and statistical analysis on the severe weather accidents in coastal areas of China,pointing out that heavy sea affects the safety of the ship a lot.With tables and charts analysis,the thesis studies the effects of hydro-meteorological conditions on the safety navigation.It shows types of ships,tonnage,seasons and sea areas where accidents occurred easily.These will be the basis for improving the maritime meteorological service products.Then,the thesis introduces domestic maritime meteorological service products,including National Marine Environment Forecasting Center,NMC,explores the main problems,and shows their potential demand.At the same time,it analyzes foreign maritime meteorological service products,such as MeteoGroup and WNI,obtaining their characteristics and trends.With comparative analysis from four aspects,form,content,technology,theory,the paper points out shortages of products.Based on accident analysis results and shortcomings of national meteorological products,the paper proposes that maritime meteorological service need to expand the assessment area,extend the forecast period,as well as enhance fishing boats meteorological services.The thesis provides theoretical basis for better meteorological work,ship safety management and marine meteorological research.It also provides an important reference on further upgrading of products and determining the correct direction of study in the future,which will ensure the safety of life and property in the navigation and maritime operations.
