The purpose of maritime transportation is navigation security and navigation efficiency. To achieve this purpose, it is essential for ship at sea to grasp such information as the latest and future meteorology , Stormy waves timely and accurately. ZhouShan archipelago is composed of 1390 islands. It is not only the famous scenic spot of our country, but also the important deep-water port. Due to its specific geographical condition, the communication of people and the circulation of the goods that happen between seperate islands, or between the island and land totally rely upon maritime transportation. In fact, because of numerous islands in ZhouShan and the narrow channel , the wind-force of the interisland routes is seriously affected by island topography and each route possesses the obvious local characteristics, which cause a great deviation between the actual wind-force of some routes and forecasted wind-force. In addition, because of the long interval of public forecast released regularly in morning , at noon and night every day, which can't meet the needs of the fast short distance routes (so far, it only takes 10 minutes to 3 hours to navigate between islands in ZhouShan ), and the fixity of released time ,the unexpected change of the actual wind-force can't be checked and forecasted quickly, which is unfavorable to the security of ship's navigation. Therefore, how to transmit meteorology information to ship at sea more quickly, more timely and more actually to ensure the ship's security, economy, and high efficiency is at present an important research subject in ZhouShan's maritime transportation.Aiming at the actual need of the meteorological navigation of ZhouShan's maritime transportation, this paper firstly has analyzed the current situation and the trend of the meteorological navigation's development in domestic and overseas maritime transportation in recent years, then combined with the factual condition of the meteorological navigation of the main route in ZhouShan's sea area presently and the ship's running condition of ZhouShan's maritime transportation in recent years, through the materials gathering and chart analysis , analyzed thepresent condition of meteorological navigation of ZhouShan's maritime transportation, finding out the main problem existing and put forward concrete and constructive thoughts.Then, basing on the above analysis and the past years' materials from the wind-examining stations on the main route in ZhouShan and getting rid of the current condition that can only take the qualitative analysis of wind-force at sea in zhoushan rather than take quantitative analysis, this paper applies First Return Law of statistics principle and creates a forecast equation between individual wind-examining station and ShengSi meteorological station which is called a wind-forecasted mode that combines quantitative method with qualitative method supplemented, taking the wind-force materials from the ZhouShan's coastal sea wind-force index station - ShengSi station as gene, and this mode greatly improves the veracity of the meteorological navigation of zhoushan maritime transportation and lays foundation for fully grasping the distribution law of the wind-force in ZhouShan district.Moreover, after the establishment of forecast equation, according to the forecasted means such as materials from the wind station, radars survey, synoptic chart analysis and so on, and combining with the actual condition of zhoushan's maritime transportation, through various kinds of communication networks and computer systems, this paper set up zhoushan route meteorological navigation forecast service system in order to provide meteorological navigation service to maritime transportation in zhoushan timely .quickly .actually.Chu Shandong(Traffic Transportation Engineering) Directed by Professor Hou Ronghua...
