With the development of information, communication, network, automatic control and construction technologies, the intelligent engineering has also gradually developed into a core networking system in building construction. To realize the added value of a project and to ensure people’s enjoyment or it under the designing concept of human-orientation, a standardized scientific intelligent project-planning scheme is a must. From the point of selecting an optimized proposal, a decision-making model of selecting the best proposal with the best quotation of intelligent community project is built in this paper based on Comprehensive Fuzzy Analytic Hierarchy Process (CFAHP) that is composed of Analytic Hierarchy Process (AHP) and Fuzzy Evaluation Process (FEP) and the analysis of bidding strategies of intelligent community project. First, it sets up the overall evaluation indexes and hierarchy of intelligent community project through the analytic hierarchy process. Second, bidding of twelve typical intelligent engineering projects such as Building No.Z in SM Garden, DN Garden, XY Mansion and so on are collected as datapoints in this paper, among which the S Mansion is illustrated as a typical case to set a model. The model confirmed four membership functions and the weight of the impact on total project costs by CFAHP which includes technology, real estate developers’profitability, property service level and policy specification. On the other hand, it takes three types of intelligent community projects including economical housing, white collar apartment and villa into consideration as well. Finally, the article confirmed the importance of ranking the fourteen evaluating indexes which includes implementation of peremptory norms and recommended norms, operability and simple maintenance of equipment, security of intelligent systems and intelligent systems’ grade of promotion of four membership functions of three kinds of projects by AHP. This model is beneficial for an enterprise to realize its optimized bidding strategies of intelligent proposals, so as to increase its opportunities for winning the bid by analyzing the results of the importance-ranking.
