In recent years, the ultra-wideband technology has been widely used in many fields, such as wireless communication, radar, tracking and electromagnetic pulse weapons, and so on. Especially, the electromagnetic pulse weapon, as a kind of important nonnuclear new concept weapon, has been unprecedented attentioned and studied widely.The core of the electromagnetic pulse weapon is a high-power ultra-wideband electromagnetic pulse source and efficient radiation device. In actual use, we need to monitor the characteristics of the signal from the pulse source and radiation device in real time, so it is necessary to have a corresponding high-power and ultra-wideband measuring device. The main content of this paper is to study the measurement and radiation device which can meet the demand of the existing pulse source.Firstly, the transient electromagnetic pulse signal is analyzed, the common measurement method for pulse signal is studied, and the methods of the design of high-power ultra-wideband TEM horn antenna are summarized.Secondly, considering the conventional divider measuring device has no direction, the directional coupler is used to replace the voltage divider to achieve the function of pressure. The basic characteristic of directional coupler in the measurement of the pulse signal is analyzed, and the design principle is given. According to the simulation model, the physical processing test is carried out. The simulation and experimental results shows that the directional coupler can be simultaneously and bi-directionally measure the pulse signal from the pulse source and radiation device in real time.Finally, according to the design requirement of the system, the gradualing modes of the existing coaxial feed balun and the radiation surface are improved, A form of composite function gradient was put forward, a high-power ultra-wideband TEM horn antenna is designed, and the antenna is measured and analyzed. The simulation and experimental results show that the antenna can effectively radiate high-power and ultra-wideband electromagnetic pulse signal.
