With the vigorous development of social urbanization, ecology in urban was damaged. The nature of the original ecological balance, including hydrology, was severely affected by human activities. Water was contaminated, the line of groundwater was draw down, the water cycle was broken up, water resources was shortaged, urban waterlogging and other increasingly prominent contradictions of environment. The relationship between human and nature,which was increasingly tight, but humans'survive and city's development are inseparable from water. If we want a good living environment,we must solve these ecological contradictions, reasonably control and use rainwater. Achieving sustainable development of cities through rainwater control and management. Based on this, in 2015, China began to construct "sponge city" in some selected cities, aims to promote the concept of low impact development and related LID measures to rebuild urban hydrology ecological balance.Based on low impact development, a comprehensive exposition of the concepts and the essence of low impact development, which was compared with other stormwater management systems as well as traditional stormwater treatment systems. Integrated analysis of the present rainfalls in Chengdu, combine with the different runoff coefficient ? value, which corresponding to different underlying surface. The result of the potential of rainwater that can be collected in Chengdu is about 19.43 million cubic meters each year. That means the rainwater resources in Chengdu is quite rich, stormwater control and utilization are feasible and necessary in Chengdu.Referring to the University of Arkansas Community Design Center published" Low Impact Development (LID) a design manual for urban areas" according to the category and functional role of LID Measures,and the landscape atmosphere of the college campus, selected 13 kinds types of LID measures that can be used in Universities ground. According to different functional properties into three categories:the regulation and storage system, filtration and penetration system, integrated processing system. Building the LID Measures Evaluation System of University in Chengdu with Analytic Hierarchy Process (AHP),while using vaahD10.3 software to calculate the index weight. Collecting the LID measure satisfaction of four universities in Chengdu by questionnaires and image acquisition from field research. The average score of questionnaire about the LID measure combined the corresponding index weight to calculate the overall satisfaction score of these four universities, and ultimately come with the sequence:Southwest University of Finance and Economics>Sichuan Normal University> Sichuan Agricultural University> Sichuan University, use the relative difference and image data to verify the credibility of the result. Finally, regard Sichuan Agricultural University (chengdu campus) as a case, combined with its actual campus situation, while using the low impact development concept, put forward some transformation proposals in order to enhance the effect of utilization and landscape of LID measures. also provide a reference to the relevant universities when planning and design their campus consider utilizing LID measures to handling and using of rainwater in future.Universities as a subsystem of the urban system, promoting and using LID measures,not only help cities achieve rainwater control, resource utilization, but also help colleges and universities'landscape become functional, measures with great landscape. LID measures provides a landscape orientation of developmental way to create eco-city, wisdom campus in the future. And that plays a buffer role in the building of "sponge city" to promote and use of LID measures.
