Among the many steam turbine machine manufactures, Alstom Beijing is one of them; act as a joint-venture corporation to manufacture the large scale coal-fired power STG equipment of more than 600MW installation capacity. Since the establishment of Nov 2004, with the upside development, this corporation has become a manufacturer with the capacity of manufacturing 8 sets of STG equipment per annual. Competing with the overseas competitors, the Chinese low cost labor force weight heavily against the advantage of defeating his competitors, but in the domestic market, this advantage does not work because of his high selling price which lead his failure in the tendering, if the cutting cost will not be taken as the priority, Alstom Beijing will continually lose his market shares in the domestic markets.As the pivotal issue of cutting the manufacturing cost to raising the competing force among the competitors, all the enterprises are all focusing on this issue by different ways, but the most efficient and essential ways are focus on optimizing the design scheme which can make the deduction of raw material consumption to be possible, and furtherly to curtail the machining time and cost to obviate the unnecessary waste. The value engineering (VE) is precisely direct at the analysis of the above mentioned key factors, not only fit for the existing products modification but also fit for the new product development. As they cannot go without technique and cost, and VE is just to aim to decrease the manufacturing difficulty level, optimizing the design scheme and consequently reduce the production cost and raise the economic benefits and completive power.This thesis get down to the study of the theory and the method of the VE, and furtherly analyze the five way of raising the values and consequently apply the ways into the real case of the optimizing of the ST machine. Based on the design features of the ST design, cost structure and other core composition of the VE, it make this as an entry point to achieve the definition and the modification trends of the ST functions, calculation of the function coefficient, cost coefficient and the value coefficient. Use the formula of the VE to choose component of low VE coefficient to be optimized, and subsequently by using the graphical representation based on the most suitable region to screen out the component of most needed to be optimized and also define the key emphasis of the following jobs so as to focus on the target components. Also based on the feature of the ST machines, by using the WBS decompositions, brain storm, grading by the experts, precedence matrix, etc., stratified to define the functions and demanding weight of the customer needs and wants, also by using the VE definition and formulas to calculate the value coefficient as the goal. Ultimately, choose the low value coefficient product of LP turbines as the samples targets to verify the validity and the feasibility of the VE evaluation, and finally make a practical methods for Alstom Power Beijing for his design of optimization of Steam Turbine machines.
