Currently, smart grid technology has attracted worldwide attention and become the focus of many countries. On the other hand, more and more new loads and transformers have been connected to the distribution network, making its size larger and larger. The traditional way of operation and management of the distribution network will bring new problems such as personnel shortages and inefficiency. On this condition, in order to meet the requirement of smart grid, a research must be done on the existing power grid operation management mode. And seeking a new mode that suits the development of smart grid has become a top priority.This paper starts from the basic and necessity of developing integration model of dispatching and supervisory control mode-Distribution Automation (DA). The basic concepts and the compositional structure Distribution Automation is introduced. Then the integration model of dispatching and supervisory control is proposed after that. Adjustments of the distribution network business model, changes in the organizational structure were discussed. The location of operation and maintenance operator station is quite strongly related to the fastness of response to the fault of the power system, thus the location problem of the operation and maintenance operator stations is a big and important one. In the paper, the common used Location Models and algorithms are displayed. About the problem of how to divide service region between different operation and maintenance operator stations, the weighted Voronoi diagram is proposed and the way to calculate the weight is also given. On this basis, a location model of the operation and maintenance operator stations is established. At last, as an example, the DA and the integration model of dispatching and supervisory control of distribution network is applied to Qufu Power Supply Company. Some recommendations are given from the overall objective of the transformation, the basic principles of transformation and the process of transformation.Research shows that the smart integration model of dispatching and supervisory control can make full use of human resources, shorten recovery time and reduce outage area. It can effectively reduce the work of power substation operators and power distribution operator without increasing any workers. Based on the Supporting system, the integration of dispatching and supervisory control can fully share the information and handle the fault in time. Therefore, the smart integration model of dispatching and supervisory control of distribution network can adapt to the development of the smart grid.
