| In recent years, China issued a series of policies to encourage the development of distributed energy. Considering a large number of distributed energy access, its randomness, volatility and uncontrollability will affect the security and stability of distribution network operation. Active distribution network technologies are the key to solve this problem. At the same time they influence the power supply capability, reliability and economic benefit. Therefore, the comprehensive analysis of the multifaceted impact of active distribution network technologies and the comprehensive evaluation of active distribution network planning scheme have become hot issues.Firstly, this paper studies the economic evaluation of the active distribution network planning scheme. It analyzes the impact of active distribution network technology on economic benefits of the distribution network, including reduction of transmission and distribution equipment investment and reduction of income from electricity sales and so on. This paper reflects the impact on the basic financial data and establishes quantitative models. And it analyzes the anti-risk ability of active network planning scheme by making sensitivity analysis of average electricity sales price and distributed power penetration and so on. It puts forward a practical method to evaluate the economy of active distribution network planning scheme.Then, on the basis of economic evaluation, this paper takes into consideration of the effect of active distribution network technologies on power supply capacity, economic benefits and environmental benefits, puts forward indicators including ?The maximum allowable penetration of distributed power ?, ?The ratio of controllable load?, ?Equipment utilization?, ?Reduction of costs on pollutant treatment?. Considering the power supply capacity, supply security, reliability, network architecture level, the level of equipment and technology, economic benefits and environmental benefits, it constructs a complete set of comprehensive evaluation index system of active distribution network planning scheme. And this paper explains the definition and calculation of the index system indicators in detail.Finally, this paper proposes a suitable method of comprehensive evaluation to satisfy the demand of the comprehensive evaluation index system of active distribution network planning scheme. It suggests setting weight of the indexes by analytic hierarchy process and rating the indexes using fuzzy comprehensive evaluation method. Based on the comprehensive evaluation index system constructed in this paper and the comprehensive evaluation method suggested in this paper, this paper comprehensively evaluates a regional planning program. The results showed that the comprehensive evaluation index system and the comprehensive evaluation method are suitable for the active distribution network planning programs, which provides a basis for the evaluation and comparison of active distribution network planning programs in the actual project. |
