With the rapid development of China’s civil aviation, aircraft noise problems have become increasingly prominent. International Civil Aviation Organization(ICAO) is developing more stringent noise standards, and now the Chapter 4-7EPNdB, program has been implemented. In order to make China’s civil aviation manufacturing industry to meet the higher standards, we need to adjust the structure of the Chinese fleet. The fleet evolution process was revised to adjust the number of operation to ensure seat demand was maintained. Some project aircraft failed at the higher stringency scenarios, so that we should take some measures to improve it.For example, improving the structure of the aircraft to reduce noise.This article studies the impact of the Chapter 4-7EPNdB program to the Chinese fleet.This paper studies the basic noise stringency, the evolution of the fleet, fleet development and change, the standards compliance of noise stringency, noise stringency and cost-benefit analysis of the economic and environmental- economic impact, noise stringency the scope and framework of analysis, analytic tools, data and assumptions,noise stringency impact on fuel consumption LTO, APMT economic analysis, noise reduction measures ICAO noise rigorous calculation method for aircraft noise. This paper studies the International Civil Aviation Organization(ICAO) noise stringency to calculation for aircraft noise. Three aircraft noise value by noise database(Flyover, Approach, Lateral) values are calculated for aircraft noise, so we can forecast the Chapter 4-7EPNdB to the program of China’s fleet. In addition,it provides a reference of the new models of the design, manufacture aircraft.According to this purpose, using VB language software developed noise stringency of noise existing models and new models were calculated in order to serve China’s fleet replacement, updated to provide a more convenient way. In addition, the paper also analyzes noise stringency economy and cost-effectiveness, through the analysis of the global aircraft fleet to guide China’s replacement.According to the calculation method of noise stringency, the existing fleet of aircraft type of China’s fleets meets the requirements of the Chapter 4-7EPNdB or not.Facing increasingly noise stringency impact on China’s fleet. Under high stringency requirements, China’s fleet will become weak competitiveness, only adapt to the latest forms of international anddeveloped countermeasures to the times. Face to be achieved ICAO Chapter IV-7 dB this requirement, we have to understand the situation in China is mainly fleet, timely and effective update, replacing Chinese fleet models. According to the analysis of the international situation and domestic do the appropriate adjustments. Establish noise stringency software also provides convenience for fleet update. In order to identify appropriate measures for fleet replacement.
