As the most intensive airspace, the Airport Terminal Area Airspace will become a bottleneck that will hinder the development of the Civil Aviation Industry if the number of the arrival and departure of civil airports in China is still increasing every year. In the perspective of the Air Traffic Flow Management, we established a digitized model of the Airport Terminal Area Airspace based on the MINIT strategy that we can take advantage of it to aid the controller to make a refined management to the Air Traffic.In the paper, with the analysis of the structure of the airport terminal area airspace, flight rules and the rules of the arrival and departure, we designed the process of the digitized simulation of the Airport Terminal Area Airspace, which is including the research of the simulation of the aircraft flow, the data flow and management process of the Airport Terminal Area Airspace. And a new Airport Terminal Area Airspace capacity management approach that can take fully advatange of the capacity of the Airport Terminal Area Airspace digitized simulation model based on the MINIT strategy which is including the capacity model for the management of airspace capacity, controlling variable, and the running model for analog operating status of the Airport Terminal Area Airspace by using the capacity model, can manage the distance between the aircraft by using the MINIT strategy, and can simulate the running status of the Airport Terminal Area Airspace by using the running model. The digitized simulation model can provide the strategy of the dredging the Air Traffic Congestion and alleviating the workload of the ATC for the controllers.
