With the development of smart grid and the progress in the technology, the construction of the intelligent substation has entered the stage of all-around construction. This paper will introduce the characteristics of the intelligent substation and analyze the differences between intelligent substation and traditional substation.In recent years, the full life-cycle theory has been increasingly emphasized. People realize that when we design the substation, we can't just consider the initial investment of the project, but need consider the full life-cycle cost. The key to solve the problem is how to estimate the full life-cycle cost of intelligent substation.In the process of practical application, the estimate of the project cost has many uncertain factors. This paper use interval number theory to describe the uncertain factors, and build the decision-making model to solve the multi-solution decision of substation LCC estimation.The main important work of this paper:(1) Analyze the characteristics of the intelligent substation and the differences from the traditional substation. Explain the problem with a real intelligent substation project.(2) Analyze the composition of the intelligent substation LCC. It includes five parts: initial cost, operation cost, maintenance cost, fault cost and discard cost. Based on result of the analysis, build the model of intelligent substation LCC estimating. And use the model to estimate the LCC of 110 k V intelligent substation.(3) Introduce the interval number to quantitative analysis on uncertainty of LCC estimation. Then build a model based on three parameters interval number to solve the problem of choosing the best solutions between different LCC.(4) Introduce some new technologies used in intelligent substation design these years, analyze how these new technologies help to reduce the substation LCC.
