Along with urgent needs of civil aviation transportation caused by the improvement of citizens' living standard, the rapidly development of air traffic leads to the imbalance of demand and supply. The delays and congestion has affected safety and operational efficiency. It is hardly to compliance with the current requirement with individually air traffic control without theoretical support and practical and effective methods to assist controllers' decisions making. Therefore, it is critical to implement systematic and scientific air traffic flow management strategy. Separation Management is one of the basic and urgent methods for flow management. Hence, it's of great significance to optimize the airspace capacity, reduce the flight delay, and improve the efficiency of air traffic control operation with the research on the transfer of control separation management problem.This paper firstly introduces the development of air traffic surveillance and some of the existing separation management algorithm and model, and set forth the transfer of control and the separation management problem under the conditions of the radar control(ATS surveillance service). Secondly, in terms of the basic air traffic flow management theory and the transfer of control criterion, separation management strategy is formulated. According to the utilization of Interval Vectors and Incremental Matrix, a model of separation management is established under area(Area Control Center, ACC) controlled. The results show that this model can help to improve the efficiency of airspace's utilization and decrease the delays, and provide reference for sectors' management. A model of multiple-sectors separation management is established which associated with estimated over time(ETO), change of separation,holding pattern and other specific situation. The simulation results verify the practicability of the problem and model. The calculated separation value can help the controller with decision making.
