In recent years, with the emergence of the global climate, the environment, resources and energy issues, the global environment has been destructed by varied degrees of abnormal natural disasters. Most of the world's urban built-up area had to face stormwater, urban water pollution and other issues. The worldwide problem of influence on cities' development caused by water issue, has been concerned by society. Shortcomings of traditional drainage appeared one by one, the expansion of urban drainage channels can not meet the needs of urban drainage. Faced with an increasingly serious water problems, in order to promote the transformation of the city's ecological civilization, sustainable management and utilization of water became one of the consensus on the urban development of all the governments. China has also proposed recommendations of the construction of sponge city.City streets that occupy one-third of the impervious area in urban built-up area is important place of urban stormwater management. Faced with problems caused by runoff arising from city streets, sustainable stormwater management has become the only way for the construction of sponge city. The Green Street Planning and Design Strategy, which is proposed after research, analysis and sorting, is more conducive to the sustainable development of cities. This paper is divided into three sections: "the technical support of the Green Street", "the characteristics and design principles of the Green Street" and "the planning and design strategy of the Green Street".1. From the problem of runoff, sort and analyze the concept of Green Street and the development process, etc. Point out the relationship between them through the comparative analysis of related concepts. On this basis, summarize the concept and development path of Green Street of Western countries, especially the United States. The main feature of the Green Street is green stormwater management and green travel. The Green Street is divided into four categories as transportation-oriented, event-oriented, pedestrian-oriented and other types of Green Street, and eleven subcategories, due to their Traffic and space usage attributes. Summarize the functions and features of green streets, put forward the principles of planning and design of green streets to guide layout of stormwater management in the green street.2. Propose three levels of green street construction and support technique, as street-level technology, site-level technology and building-technical level, through studying and summarizing four US built-up Green Street case. The stormwater management technology is divided into 17 stormwater management facilities modules.3. According to the urban planning and design guidelines sponge analysis, define the level of the green street in the sponge city. Propose the design requirements and the layout forms of stormwater management facilities module in the green street, combined with stormwater management path, according to the types, function and character of the green street summarized last chapter. Combine the stormwater management facilities module with street classification, put forward the application form of the module in all kinds of street, and sort the features and ecological effect of streets stormwater management facilities module in the green street to make it easier for planners and designers to choice for green street planning and design. At last, summarize and rethinking the construction of sponge urban and green streets. We should consider China's national conditions in the construction of green streets in sponge city, adjust measures to local conditions. Point out the innovation the limitations and shortcomings of this paper, and prospect for the future development of Green Street.
