Study On Planning And Design Standard System Of Mountain Park

The constant speed of urbanization has led to various land use conflicts and problems,so that the concerns about high quality of urban green space and the human environment are urgent. The existing laws and regulations about green space play a great role in promoting the construction of urban landscape, especially for the the construction of indicators, they also ensure the scale of urban landscape construction.However, with the rapid development of urban construction, some regulations such as the development process of mountain city, gradually in the circle of the city built in the area of the green land property, resource protection, utilization and landscape indices accounting and other new problems lack of guidance, and there are some limits that go against the landscape construction in mountainous city, in the background of the growing tension of land construction and the increasing environment demands, it is necessary to analysis the current city landscaping related laws and regulations standard proceed from national conditions, find out the limit clause of the landscape construction in mountain city to protect the natural mountain green landscape resources, to develop and make ues of green mountain resources in the city, so the construction could provide scientific and reasonable regulations for landscape city which could be remembered.Papers on the foundation of discussing the definition of Mountain Park,combining with field survey of mountain city, combing the existing laws and regulations related to the system and relevant provisions in the laws and regulations and standards and focus, analysis the influence of present green space system of legal norms of mountain park green land resources protection and construction, drew the following conclusion:(1) For restraining and guiding the landscape construction of the city’s laws and regulations and standards, which basically formed the system, has the legal relationship between them, on the green resources utilization on the basis of the landscape law such as Urban and Rural planning law of the people’s Republic of China, Environmental Protection Law of the people’s Republic of China,Water and soil conservation Law of the people’s Republic of China, The forest Law, Regulations of City greening Ordinance, Enforcement regulations about Forest Law of People’s Republic of China, City management Law, Green office of city planning and construction of green index. Provisions, standards and norms there were City land classification,Land use planning and construction standards, City classification standard landscape evaluation criteria, Park design Standards.(2)The regulations which play a driving role in the construction of mountain park in mountainous cities mainly include The Environmental Protection Law of people’s Republic of China, The forestry law of the people’s Republic of China, Law on the protection of wild animals of the people’s Republic of China, The Urban and rural planning law of people’s Republic of China, The law of the people’s Republic of China Environmental Impact Assessment Law, The Construction law of the people’s Republic of China, The water law of the people’s Republic of China, Water pollution prevention law of the People’s Republic of China.(3) The regulations which had a negative impact on the construction of mountain park gin mountainous cities mainly include The people’s Republic of China Environmental Protection Law, Urban green space classification standards, Park design standards.(4) The way to make use of mountain green resources in mountain city should be identified from the real landscape, ecological, landscape and other functions at first;secondly, we should try to breakthrough the barriers that the laws and regulations had been out-dated;thirdly, according to the spatial characteristics of mountain cities and urban development patterns,through the analysis of the economic, ecological andsocial benefits about Mountain Park, guiding the construction of Mountain city green park According to the Sustainable Development Principle,and to suggest industry leading department adjust relevant codes and standards timely.(5) China is vast in territory, mountainous area accounts for more than two-thirds of the total land, there is a huge difference in different areas on geology and geomorphology.
