Radar plays an important role in the air traffic management system, its data processing is an important part of the automatic air traffic control system and enhancing its data processing capability can effectively improve the air traffic control capacity. Radar data processing is the core of modern air traffic management command system, the ability to produce multi-radar or source data is the premise and basis of the research and development of modern air traffic management command system.With the increasing demand for multi-radar data, some domestic sectors have broken the blockade of foreign technology and successfully developed a kind of multi-radar data generator that can generate multiple radar simulation data by using hardware. But compared with the international advanced level, there is still a gap in radar data simulation versatility comprehensive, systematic, scalability, compatibility and other aspects of products, and it is difficult to achieve substantive aspects of catching up in a short time. The rapid development of computer simulation technology, using software approach can overcome many shortcomings of the hardware development, thus multi-radar data simulation software research has become a trend.The paper topic will be based on the secondary surveillance radar in the air traffic control system, using the computer to build the secondary surveillance radar sensor platform and simulating the secondary surveillance radar scanning process, and finally build up the multi-radar data processing simulation system. The system will firstly receive actual ADS-B data as its sources, make the pretreatment and distribute them, and then the sensors screen out the data and encode the data into radar data block, and finally send out. By creating multiple sensors, we can finally get the formation of multi-radar data sources from the received real ADS-B data, and generate uninterrupted radar data steadily.In addition, the subject, which is based on C# software processing approach to achieve the simulating formation of multi-radar data, can greatly shorten the development cycle and save the development costs; the subject based on C# language to build simulation software has good versatility and flexibility, has more compatibility and scalability and can provide an important foundation for the further research.
