Performance based navigation flight procedure is being promoted for their higher navigation precision, airspace utilization and operation efficiency. It is easier for pilots to use, it can reduce controllers' workload and has other advantages respect to the traditional flight procedure. The security risks, economic, control applicability,the impact on the environment and other indicators of flight procedure need be evaluated before its operation. The simulation of flight procedure can provide high fidelity simulation trajectory data for its evaluation task, improve the automation of the evaluation program and its update and revision and implementation.The models of commonly used legs were established, including the fly type of the start and the end fix of the leg.While the different flight phases were modeled.As the diversity of PBN flight legs and the states of aircraft are constantly changing during the simulation, the theory of Finite State Machine(FSM) is used to control the conversion and cohesion between different legs and flight states for its clear logical relationship and simple structure. In the simulation framework, the horizontal profile mainly models the procedure with the specific legs that refer to ARINC 424, and the vertical profile provides accurate performance parameters and position for horizontal profile by using the performance model of BADA and the reverse method to calculate the position of the top of descent.The PBN flight procedures of Xi'an Xianyang International Airport were selected as the simulation case. The simulation tracks compliance with PBN navigation specifications and accuracy. The speed and elevation profile consistent with the realistic operational profile. The simulation tracks were used to evaluate the noise of corresponding PBN and traditional procedures, and the result proved that the noise made by PBN flight procedure is less than traditional procedure. All the results of the experiments validated the correctness and applicability of the models,framework and methods.
