Nowadays, both for industrial production and people's lives, hazardous materials are indispensable. Due to the particularity of hazardous materials, most hazardous materials manufacturing enterprises are located in remote areas far away from the city. When industrial production or people's lives need to use some hazardous materials, it has to transport off-site. Since the railway transport and air transport are limited by various conditions, road transport is carrying about 80% of the hazardous materials transport volume. With the increasing amount of the hazardous materials transportation, the potential risk of hazardous materials transport accidents is also increasing. The probability of occurrence of hazardous materials transport accidents is small, but it can bring great harm to our society. When affected by many external uncertainties, the risk fluctuations of hazardous materials in the transport will occur in varying degrees, it always brings greatly increases difficulty to government regulators on hazardous materials transport management. Therefore, to avoid the risk fluctuations in the transport of hazardous materials and government regulators can do well to control the risk in the transport, thereby avoiding the traffic accidents, it becomes necessary and significant.First of all, the theories and methods at home and abroad about the network design of hazardous materials transportation and robust optimization theory were reviewed systematically. This paper summarize the achievements and shortcomings on current researches. Then this paper proposes a further study about the hazardous materials transportation network optimization problems under interval data scene with minimum maximum criterion.Secondly, this paper study the hazardous materials transportation network optimization problems under interval data scene with minimum maximum criterion. We construct a robust bi-level model of the hazardous materials transportation network and provide a heuristic approach to solve the model based on the absolute robust optimization and Dijkstra algorithm. Then analyze the time complexity of the heuristic approach and verify the rationality and effectiveness of the model and algorithm through a case.To achieve the combination of risk and cost optimization purposes, we submit a comprehensive method about both risk and cost to study the hazardous materials transportation network optimization problem. And introduce risk weight coefficient a and cost weight coefficient ? to the upper objective function of a robust bi-level model of the hazardous materials transportation network. Then build a new robust bi-level programming model and provide a corresponding heuristic algorithm. Finally we also through a case to verify the rationality and effectiveness of the model and algorithm.At last, our results show that the robust optimization network of hazardous materials transportation in this paper can perform well with avoiding the risk of fluctuations in the transport network and can provide both robust and relatively stable solution. The model can response social reality very well, provide a new way to deal with the relations between the carrier and government regulators, provide a good reference for government regulators to make management decisions about the hazardous materials transportation management and provide a new way to study the hazardous materials transportation problem under the terrorist attack scenarios.
