Verification And Correction Of Social Impact Assessment Variable System In Large-Scale Project:An Empirical Research Of Tianwan Nuclear Power Plant

In recent years, there were more and more NIMBY events caused by the planning, design, construction and operation of the large-scale project. The main reason was the lack of consideration of the social impact from the large-scale project. What's more, this impact could be extremely confused and profound. So more and more attention was drawn to the social impact assessment (SIA) of large-scale project. And SIA was now recognized as one of the most important procedure during the large-scale project development. However, since traditional social assessment index system for large-scale projects is under suspicion for a long time, the new method of SIA variable system has been widely applied into international SIA researchs these days.In this work, by the instruction of foreign SIA system theroy, our previous variable system of "aboriginal families, aboriginal survival lifestyle and condition, community evolution" based on reservoir was continually applied into the project of large nuclear power plants (NPP) for futher verification and correction. The typical project of Tianwan NPP was chosen for this study.A method of empirical verification and correction was applied in this thesis. After relevant historical materials collection and field research, all residents are divided to two experimental groups and two control groups according to the affects, then structured questionnaire survey to aborigines was taken place in 24 villages of 8 streets nearby the Tianwan NPP, and got 118 valid questionnaires in total to analysis data by using EXCEL, SPSS statistical software. By comparing the analyzing the survey data between experimental and control groups, actual impacts of "aboriginal families, aboriginal survival lifestyle and condition, community evolution" caused by Tianwan NPP were figured out.The results showed that Tianwan NPP had a significant influence on aboriginal families, aboriginal survival lifestyle and condition, community evolution. The project produced both positive and negative influence. Land and sea expropriation during Tianwan NPP construction caused the changes of family structure, and affected family function, family relationship and social relation network. Meanwhile, the expropriation changed aboriginal employment status and incoming level, and further influenced on the consumption behavior, leisure behavior, living way and social security status. In addition, NPP project accelerated migration movement in the communities nearby, resulting in variation of language, culture and religion etc. Community organizations and group benefit were also impacted due to NPP intervention.This thesis verified the SIA differences of "aboriginal families, aboriginal survival lifestyle and condition, community evolution" caused by the type of large-scale project without removal and immigration. What's more, it assessed the influence of immigrant population generated by high technology projects, especially for NPP projects. This thesis was also a relative systematic and comprehensive research aimed at Tianwan NPP, including social impact investigation and assessment results. It would be an effective reference work to the SIA reaserch of similar projects in the future.
