Metropolitanization has become a significant feature of city development in China which has brought new opportunities while it caused the city sprawl, traffic congestion and other problems. Metropolitan road network structure and the layout optimization method was studied to rationally determine the urban highway network functional structure, optimize the highway network layout.This paper studies the concept and definition of metropolitan area, analyzes the typical spatial structure of metropolitan area.The metropolitan area traffic characteristics and changing trends between different stages and different spheres are analyzed with resident trip survey data.The relation between the highway network and the development of metropolitan spatial structure is studied.The limitation of the traditional regional highway traffic demand analysis is analyzed to propose a two-stage transport demand analysis framework in which four-step method respectly applied on the scope of the regional and metropolitan area. The analysis method of different road traffic demand is studied. A trip generation and distribution model based on trip chain and land use is proposed.Basic principles, methods and framework is put forward to determine metropolitan highway functional classification. Highway functional classification index system is improved from three aspects of road service area characteristics, road traffic characteristics and network structure quantitatively Metropolitan highway function classification is proposed. Connections between different levels of road and the basic technical standard required is given with the classification.Based on the analysis of the functional structure, the metropolitan highway network layout is divided into different levels, and the optimization method of metropolitan road network layout based on the goal oriented-program evaluation is put forward. The highway network layout method combining with node important degree method and traffic location method is proposed to generate initial metropolitan highway network layout scheme. A time-dependent metropolitan highway network optimization bi-level programming model is constructed in which optimization goals are improved for efficiency, fair and reliable multi-objective optimization.Taking Wenzhou metropolitan area as an example, the analysis method of metropolitan highway network function structure and network layout optimization method and other related research achievements are applied to the practice of planning to verify the validity of the method.
