Railway transportation as the country's public welfare undertakings, with its high speed, low pollution, all-weather, low energy consumption, high safety etc have achieved rapid development, especially in this century, railway after six big speed, high-speed rail technology in China is in the top in the world. In order to make the railway can continued healthy and stable development of our country, we must pay attention to safety, and car depot as the rail system is responsible for the vehicle maintenance and repair of the unit, only the level of safety management is Paramount. In baotou car depot and safety management system as the research target, through the MORT method is adopted to establish the baotou car depot safety assessment system, and take the bus column inspection system as an example, using the analytic hierarchy process(ahp) according to build step by step a baotou car depot safety evaluation system analysis, and according to the barrel short plate theory to better improve the baotou car depot train inspection system in the passenger car safety management level of rationalization proposal is put forward.
