Due to the complexity of the process of power transmission and transformation project construction,the differences between the actual construction of the project and the expected goal may be caused by many reasons,then it is quite different from the previous plan and finally results in engineering change. Changes occur inevitably need to adjust schedule,and certain aspects of engineering also need to be planned again.The final purpose of change control is to avoid unnecessary changes,by strengthening the consciousness of change control of the contractors,and making the change control measures in advance.We can effectively control the whole project construction.Power transmission and transformation project construction cycle is long,and the investment and construction are also of larger scale and there are multiple stakeholders in the whole process of construction of power transmission and transformation project, because profit targets and the factors of production between different subjects and foothold each are not identical to each other.They formed a complex project organization in the process of power transmission and transformation construction,poor communication will lead to change improper handling, so the construction of change control project with the use of total communication management theory in power transmission and transformation engineering is of great significance.Engineering change is inevitable in the construction of power transmission process,and the causes of engineering change is more complicated. On the basis of power transmission and transformation change contral and total communication management,paper aims to summarize for the communication situation of engineering change and explore a set of total communication management system which is suitable for the change control, at the same time provides theoretical basis and practical communication system for the subsequent construction of the power transmission project change control so as to promote the project construction. Through the analysis of power transmission and transformation engineering change and classification summary of the reasons of the change, combining with the characteristics and requirements of total communication management, the article set up power transmission and transformation change control system of multidimensional total communication management from the dimension of subject dimension, object, method dimension and time dimension of four aspects with total communication management theory,and establish the evaluation model of communication effect using the matter-element extension method. Finally with the LF project as an example, it analyzes the changes in the power transmission and transformation projects, and determines index weight through theentropy weight method.The communication model evaluation results show that the project communication is good. It put forward the shortcomings existing in the change control process in this project and came up with the change control proposal of the project with the total communication management theory.The paper’s innovation point is from four dimensions to set up total communication management system for change control,and based on the matter-element extension method put forward the evaluation model of communication system.It provides complete communication system and evaluation model for change control of power transmission and transformation project.
