On this basis,the article divided into designing, implementation, evaluation three stages.Then,the paper analyzed the causes of measuring dimension, the control variables and the corresponding relationship and combinations in the designing stage,designed five measurement scheme based on time, region, contract price and guidance price from vertical, horizontal, classify three dimensions, elaborated conditions and safeguard measures of it. The article solved the consistency processing of comparable data, conditions and benchmark of comparable in the implementation stage,proposed model and calculation method.The paper established models of charging standards evaluation, put the conclusion analysis method of measurement on charging standards and remedial measures in the evaluation stage.Lastly,the paper calculated empirical research of Xinjiang highway engineering test charging standard in the use of five schemes above. The results indicated that Xinjiang charging standard after adjustment conformed to the laws of economic, market, geographical differences, and characteristic of Xinjiang highway engineering test, been judged to be recommended.Above all,it can be concluded that the measurement of charging standard on highway engineering test is reasonable and feasible and works well,the results is worth referencing and promoting.
