Since the 20 th century, China has been implementing the reform and openning-up policy,and a large number of highway have been completed and opened to traffic. With the rapid development of expressway construction and the gradual formation of expressway network in our country, The completion of a large number of highway alleviates China's traffic bottleneck, which were opened to traffic, widening the growth of national economy.Engineering Quality Management is extremely important in highway construction. Project quality management has been playing a decisive role in the highway construction, Highway engineering test is an effective means for project quality management, and the test charging of Highway engineering is an important factor about the influence and reliability control of the testing result, that is the main method of specification for the test market.This thesis started from the Cost of Management Science and the characteristics of Field investigation, systematically analyzed the factors of Synthetic Adjustment coefficient about the Test Charging of Xinjiang Highway Project. To provide a more objective, factual and scientific theoretical basis for the determination about the magnitude of the Test charging, the paper built a new computing model for Synthetic Adjustment Coefficient of the Test charging from the new perspective, and laid a solid theoretical foundation for the further improvement about the Test charging of Xinjiang Highway Engineering. In the actual test charging, its cost is affected by the test environment condition, the detection amount of engineering, the situation of market competition, detection technology and other factors, which should be fully considered the adjustment of accounting standards under the influence of different factors.According to the characteristics of detection test's factors about Xinjiang Highway Project,This thesis achieved the quantification for so many complex factors and identified selection factors by the ABC method, and drew frequency histogram of index score by using the weights and scoring for each factors. Combined with expert investigation and Maximum membership principle to get the coefficient of selection factors. we could build the progressive hierarchical model for the Test selected factors and computed the weights of Synthetic Adjustment Coefficient by FAHP, and built the calculation method of SyntheticAdjustment Coefficient about the Test Charging of Xinjiang by Adjustment coefficients about selected factors and the corresponding weights. When we determine the magnitude of the Test charging of Xinjiang highway engineering, In order to be more scientific and reasonable, this thesis analyzed the error with examples.The thesis presents a method for determining a Synthetic Adjustment Coefficient through the research on the factors about the Test Charging of Xinjiang, that has theoretical and practical value for the Test Charging of Xinjiang Highway Project, even for the formulation and rational use about the Test Charging Standard of China, has theoretical and practical value.
