Flood disaster is one of the most important natural disasters in China, which seriously affects people’s life safety and property loss, and restricts the development of social economy. Once the flood comes, people must move immediately, only to improve the efficiency of emergency transfer work to be able to minimize the casualties and property losses caused by floods. The key link in the work of avoiding flood and transferring lies in the choice of the resettlement area and the optimization of the transfer path. In this paper, Ganwu embankment flood protection areas of flood resettlement problems. According to the status quo of Ganfu dyke flood control protected area, select the Gandong dyke Xingan section, tree, Wanzhou and east of the new section 4 a breach in the Ganjiang River occurred 200 years once exceeded flood and Quangang do not take flood diversion measures, and ask West levee Shaxi segment and Wang Jia Zhou section 2 A breach in the Fuhe River occurred once in200 years of excessive flooding as the most unfavorable conditions, divides the danger zone and make sure the resettlement area and transfer route. In the choice of the placement of a zone, considering the main influencing factors including elevation,slope, land cover, the settlements distribution, road traffic. After the settlement area is determined, the dynamic optimization model is adopted to make the transfer route.(1) to collect and process the basic geographic information data of the study area and the relevant auxiliary data, and to analyze the spatial characteristics of the relevant factors;(2) the establishment of flood risk maps, the construction of the hydraulic model,the study of flood analysis and analysis of the impact of the flood;(3) analysis of the terrain features, population distribution, land use characteristics and the best way to avoid flood transfer path, to study the flood diversion scheme;(4) comparative analysis of the development of the settlement of the transfer of the relocation program.This paper on the theory and technology of the resettlement area selection and transfer path were analysis, discussion and research of system and the results can befor avoiding flood relocated to provide a theoretical basis and practical support for water related management departments in the actual flood avoiding relocated work provide auxiliary decision support.
