Bridge as an important part of highway traffic system, whether its structure is healthy or not will directly affect the road network traffic quality. In recent years, bridge collapse accident which caused by natural disasters and man-made factors occurred frequently, and brought great damage to people's life and property security. Therefore, bridge management and maintain work as an important part of the assessment of bridge health occupied a very important significance for life prediction and condition evaluation of highway bridges. At present, the management and maintain work mainly relied on experienced engineering staff or volunteers by visual checking and filling in survey tables in the engineering field. However, there are large scales of bridges in China, relying on the limited manpower, equipment and financial resources will constraint the development of the bridge health monitoring work. Therefore, a smartphone-based bridge inspection method was proposed in this paper, and view to overcome the shortcomings above and provide a possibility for the public taking participate in the bridge health monitoring. The main work of this paper shows as follows:1. According to the Standard for Technical Condition Evaluation of Highway Bridges (JTG/T H21-2011), the conventional manual inspection process and computing method were introduced, and this will be the theoretical support for the design of the bridge evaluation software.2. In view of the shortcomings of the traditional bridge inspection methods, this paper developed a smartphone-based bridge inspection method. The software design strived to concise, clear, convenient and easy to operate, which can realize the combination of image message and survey information. And it can realize the efficient collaboration the work between office and field by the investigation message uploading and information sharing. Meanwhile, a cable force test module was designed, which provided the data supporting for the health assessment of the cable structure bridge. At present, the software designed was based on the iOS platform, and the following will develop the software program based on the Android system.3. Cable force is an important test item for the health assessment of the cable structures, but the traditional cable force test methods tend to rely on the professional technical personnel and equipment, which cannot be well promoted. Based on the fact of that many smart phones equipped with high-performance acceleration sensor, a smartphone-based cable force test method was developed in this paper. The performance of the phone-based method was verified in lab and engineering practice. The test results were relatively ideal, and thus effectively proved that the smartphone-based cable force test method had advantages of efficient, convenient, economic and easy to operate, which shows the possibility for its widely used in engineering.4. Restricted to limited professional technical personnel and lacking funding support, bridge management and maintenance work cannot be valued in rural and mountainous area. Based on the above facts, a smartphone-based bridge inspection method was developed in this paper, which shows the characteristic of friendly interface, convenient and easy operation, and can be applied in rural, mountainous area and other places. In addition, because of the convenience and widely used of mobile phones, this method provided the probability for the public participation in bridge health monitoring. For this purpose, the paper puts forward the relevant ideas on public participation in post-disaster emergency assessment and disposal of the bridges, in order to provide data support for the decision-making and disaster relief work.
