The Research On Residential Civil Air Defense Engineering To Double As The Earthquake Emergency Shelter

With the high-speed development of society and economy since the 21 st century,the urban land resource is scarcer and scarcer,so that a rational utilization of the land resource has become a main research problem needing to be solved in the world.Because the land resource utilization and development has a direct influence on the city process,the original over-ground space has transferred into the under-ground space in the development and utilization of the land resource and urban space around the world.As an important part of urban building,the civil air defense engineering basement is one of important performances in the underground space development and utilization,and also an important foundation for improving the wartime air defense in the whole city.Along with the improved urbanization level and the limited land resource,the city space resource is greatly restricted as emergency shelters with the bearing capacity difficult to meet increasing people’s demands in natural disasters,especially after two-child policy was issued in 2015.On the premise of existing residential buildings with the seismic fortification,many kinds of effective methods should be explored to resist and reduce the seismic disaster,which leads to an integration of air defense and disaster defense combing the civil air defense engineering and civil defense engineering.At present,the civil air defense engineering only can play a role in the normal utilization and wartime air defense without usual disaster defense functions,for which the building of disaster defense is required to be finished urgently.With the development of the domestic civil air defense engineering,the civil air defense engineering will develop into the wartime air defense and usual disaster defense.The usual disaster transform design is enhanced by adding the usual disaster defense design into the civil air defense engineering for a clear usual disaster defense function.Especially,using new technology and materials to achieve a rapid usual disaster transformation and control usual disaster transformation time,the civil air defense engineering can perform the usual disaster defense on the basis of existing functions.This paper is doing the research on civil air defense engineering of residential housing to double as emergency shelter for earthquake disaster based on the following three points.(1)Research the earthquake resistant characteristic of civil air defense engineering.Research the necessity and feasibility of civil air defense engineering of residential housing to double as emergency shelter for earthquake disaster,and explore the development prospect of it.The research result shows that at the present stage it is essential and feasible to develop civil air defense engineering of residential housing to double as emergency shelter for earthquake disaster with the urban development.(2)Research the protective effects of civil air defense engineering in war disaster and usual disaster respectively.Analyze the similarity between war disaster and usual disaster by summarizing the effect of civil air defense engineering in war disaster so that explore the effect of it in usual disaster.Research the feasibility and the differences existing in technical measure of civil air defense engineering of residential housing to double as emergency shelter for earthquake disasterThe research result shows that in usual disaster civil air defense engineering can make protective effect which is made in war disaster.According to the similarity between usual disaster and war disaster,it is available to adopt the relative transformation measures for usual disaster prevention and control.(3)Research the intertransformation among usual function,wartime function and usual disaster prevention function of civil air defense engineering for residential housing,to explore the specific technical measures of the civil air defense engineering of residential housing to double as emergency shelter for earthquake disasterThrough the theoretical analysis and case practice on specific technical measures of the civil air defense engineering of residential housing to double as emergency shelter for earthquake disaster,the specific measures of usual disaster transformation in it are worked out and matters needing attention are put forward.
