At present in the 66 kV intelligent substation in Northeast China in cold areas in winter construction of the house layout, 66 kV protection and control equipment in intelligent decentralized arrangement of 66 kV GIS to the hitherto unknown difficulties encountered, mainly reflected in the 66 kV control intelligent devices to keep out the cold ability is low, run 66 kV LCD panel protection measurement and control device at low temperature the very inadequate, configuration, control scheme of the intelligent control of the heating device inside the cabinet body, substation construction related problems by using a series of effective insulation measures, in order to solve the above problem, at the same time to meet the State Grid Company grid construction "two type" requirements, to adapt to the development of intelligent power grid, the successful implementation of effective temperature under protection and control device is the key site layout.This paper mainly studies the relay protection device is arranged on the decentralization of distribution equipment inside the room without heating facilities,some of the key technology in the protection and monitoring device arranged under the low temperature environment. A comprehensive summary of the design, construction of Smart Substation Construction and operation experience, absorb the advanced technology of developed countries in the construction of smart substation, electrical, civil engineering and other aspects of the Smart Substation Protection in severe cold area to find out the problems existing in the design, determine the key and difficulty of research on key technology in measurement and control device arranged under the low temperature environment protection, put forward optimization design of technology,equipment, buildings from all electrical, HVAC and other aspects, propose solutions, and analyzes its economic and social benefits, improve the reliability of the smart substation,reduce the project cost, so that it can adapt to the characteristics of smart substation.
