With the rapid development of economy and technology, various electronic and electrical power devices continue to emerge which makes China further increase the electricity consumption. So it is very important to measure power accurately. The measurement accuracy of electric energy metering device is not only relate to the vital interests of the residents, but also has an important influence on the legitimate rights of the national electricity industry and electrical customers. Therefore how to further reduce the error of the measurement device has become a problem that need to be considered at present. It is very important to measure the high-voltage electric energy of 10 kV distribution network exactly because the 10 kV distribution network almost assumes all the task of power consumption in our country.In this paper, we mainly focused on designing energy measurement specially applied to large power user. The integrated metering device is composed of electronic voltage transformer, electronic current transformer, metering terminal and meter for display. This device includes CPU controlling module, sampling module, memory module, real-time clock module, communication module, power supply module, etc. This device uses special measurement IC-ADE7878 to sample the voltage and current parameters in real time; Keil 3.8 development environment is used for programming; and the chip-LPC2368 is used as the CPU for the multitasking processing. Using the idea of modular programming can improve the work efficiency and increase the readability and portability of the program.The traditional combined energy metering device is composed of electromagnetic voltage transformer, electromagnetic current transformer, electric energy meter and so on. The device uses electromagnetic transformer with iron core and copper core makes the measurement device has a great loss, which does not accord with the development trend of the smart grid. In this article, the integrated metering device is designed as an organic whole which is composed of electronic voltage transformer, electronic current transformer and metering terminal. The device achieves the purpose of seamless connection between the electronic transformer and the electric energy meter. And it doesn't need compensation circuit to compensate for the current and voltage transformers, which can avoid the impact of the environmental changes. Therefore, the metering accuracy of the integrated device is better than the traditional measurement device. And the measurement error of the device is in accordance with the standard of the IEC. The transformer and the metering terminal are combined into a entirety which hung over the telegraph pole, and the meter for display is set at the bottom of the telegraph pole for the meter reader and user to read. The act to steal electric power at low voltage side can be prevented effectively in this way.In the last part, the paper carries out function test for the integrated metering device. It turned out that the accuracy of the device is active 0.5S, reactive 2.0 and the device meet the design requirement.
