Rural road is an important transportation Infrastructure for the social and economic development of the rural. Changsha rural road construction has made great progress, it has reached a certain size in the mileage number. However, with the development and progress of the rural community, new requirements for the current rural roads should be proposed. Due to the construction of low standard, poor quality, and there was a certain degree of damage,highways built in the past can not meet the demands for the current traffic construction.Therefore, the quality-improving transformation of the rural roads is imperative and has important practical significance.In this paper, the status of rural road in Changsha city is analyzed and the main problems that currently exist for: the technical level structure is not reasonable linear index optimization is not practical, the pavement structure is single and security facilities are not perfect. This article is analyzed and discussed the contents of these four aspects, in order for the specific implementation of the quality-improving transformation of the work provided a scientific and rational reference.In this paper, a multi-objective planning model method is used to optimize the technical level structure for rural highway in Changsha City. Sure the reasonable technical level structure in 2020 of Changsha City rural road for: the third class highways is the length of1000 km, the fifth class highways is the length of 13600 km, substandard highway is the length of 9400 km, compared with the current status quo determine the need for quality-improving transformation is 2760 km of length. According to the road function and traffic and other factors on road class divide, combined with the actual situation of Changsha City in rural areas, dividing the substandard highway into the first class rural highway and the second rural highway that the is designed 15km/h and 10km/h. And calculating relevant alignment indicators with reference to the specifications of the road, giving relevant recommendations,in order to optimize the linear in quality-improving transformation, providing reference forthe design. Moreover, according to the status of pavement structure combing with the design principles, determining Changsha rural road cement, asphalt and simple pavement structure typical form which are suitable for different traffic class for the selection in quality-improving transformation. Finally, this paper provides specific recommendations for the improvement of security engineering in quality-improving transformation engineering, according to investigation of the present situation of safety problems in rural areas of Changsha City raises security facility setting scheme based on typical roads, it points out the need to strengthen safety education as well to improve the situation of traffic safety in rural areas in Changsha.
