The projects invested by state-owned capital include the projects which are invested by fiscal budgets at all levels of government, and the projects use special construction fund of government which are managed by taxpayer financial and the projects built by state-owned enterprises and institutions which are owned by investor from state owned assets. In recent years, with the strict management to state-owned projects, tighter control and assess are conducted on the effects including decision, implement and result of the projects.Based on the characteristics of the projects of state-owned capital, the key stages were classified as follow:decision-making stage of projects, designing stage of projects, constructing stage of projects and settlement stage of projects. In which, the significant risk points influencing projects cost were identified, and the risk level and risk probability were evaluated, and the control measures were proposed. All these measures are benefit to control projects cost of state-owned capital.In this paper, the expert investigation method and experiential summary method were used. Based on a large amount of literature data, the existing research data were analyzed and summarized.In the stage of expert investigation, the document of infrastructure from several universities were adopted. At same time, many discusses were conducted and the opinions from experts were adopted.Finally, combined with the actual engineering case, through the identification of the key risk points of all stages, the risk level was evaluated and the control measure of risk was put forward, the good effect of controlling cost was obtained.
