The petroleum and petrochemical industry is the pillar of Chinese economy and related to the development of economy.In recent years,with the aggravation of international competition,petroleum and petrochemical enterprises are facing a serious crisis of development.The cost of refined oil distribution restricts the development of oil enterprises.Therefore,it has become the focus of scholars and enterprises that how to reduce the cost of product oil distribution and expand the development space of oil companies.From the view of independent distribution and joint distribution,this paper mainly studies the vehicle scheduling problem in refined oil secondary logistics distribution.Firstly,assuming that all the oil companies in a certain region are independent distribution,the secondary logistics distribution vehicle scheduling problem with minimum comprehensive cost is studied from the point of view of a single enterprise.The existing vehicle scheduling models can not reflect or fully reflect the actual cost of the oil enterprises' vehicle scheduling problem.In order to solve it,distinguished from the minimum-travelling-distance model(MTD)and minimum-total-cost model(MTC),which including vehicle fixed cost and fuel cost,a minimum-comprehensive-cost model(MCC)was established from the actual situation of refined oil distribution.The cost included in MCC are vehicle depreciation cost,vehicle fixed cost,fuel cost,driver wages and tire consumption cost.To solve MCC,a new hybrid genetic algorithm(HGA)was put forward.It is showed by the example simulation that the MCC model can bring more cost savings than MTD model and MTC model.The performance of HGA is tested by the simulation results as well.Secondly,assuming that all oil enterprises in a certain region carry out joint distribution,the half open secondary logistics distribution vehicle scheduling problem with the minimum comprehensive cost is studied.Under the independent distribution,these distribution lines between the oil companies must intersect,which cause circuitous transportation problems and increase the total distribution cost of the region.However,there is no quantitative research on the joint distribution in refined oil secondary distribution,and it can not meet the development needs of refined oil distribution.Aiming at this problem,the half open joint distribution model(HOJDM)under the joint distribution of the refined oil enterprises was established,and the hybrid cloud adaptive genetic algorithm(HCAGA)was proposed to solve HOJDM.In HOJDM,product oil companies carry out joint distribution and the oil tanker does not need to return to the original distribution center after the distribution task.The simulation analysis,which comparing the independent distribution model,traditional joint distribution model and HOJDM,shows that the HOJDM can reduce the total distribution cost of whole region.Further simulation tests show that the HCAGA is effective.Finally,the main results of the research are summarized,and the problems that deserve further research are discussed.
