When the new mode is done, the analysis includes participants, functions and the operation flow. The functions includes the supporting platform.Thirdly, a model of cost allocation is set up to improve the new mode of urban joint distribution, leaded by commerce markets. The model of cost allocation is based on the investment and the income of participants. Using the Game theory, the analysis set up a model of construction cost allocation based on the theory of DEA and Nash, And a model of operation cost allocation based on satisfaction of participants.Lastly, combine the case of Anshun City, the paper analyze the mode again, and finally give out the new mode of urban joint distribution, leaded by commerce markets. Then the model of cost allocation is to improve the mode of urban joint distribution of Anshun City.
