Recent years, the e-commerce just keeps developing at full speed. At the meaning time, more and more shopping malls built in our life. So that the traditional business is narrowing day by day. In tier 3 and below cities, there are a lot of traditional commerce markets. Because of the low-tech logistic establishments they have, the traditional commerce markets are difficult to broaden their market to lower countries. What’s more, the more shopping malls built, the less customers go to traditional commerce markets. On the other hand, the e-commerce market in tier 1 and tier 2 cities is going to be saturated, more and more e-commerce companies spread their business into tier 3 and below cities. But the logistic establishments for e-commerce is very low-tech than others, so it is very difficult to these e-commerce companies to expand their market in tier 3 and below cities.The goal to write this paper is to solve the trade issues and the commercial logistics issues.Firstly, from the situation of the traditional business and the e-commerce business in tier 3 and below cities, this paper tells the characters and the predicaments of the commerce and logistic.Secondly, on issues of commerce and the commercial logistics in tier 3 and below cities, a new mode of urban joint distribution. When the new mode is done, the analysis includes participants, functions and the operation flow. The functions includes the supporting platform.Thirdly, a model of cost allocation is set up to improve the new mode of urban joint distribution, leaded by commerce markets. The model of cost allocation is based on the investment and the income of participants. Using the Game theory, the analysis set up a model of construction cost allocation based on the theory of DEA and Nash, And a model of operation cost allocation based on satisfaction of participants.Lastly, combine the case of Anshun City, the paper analyze the mode again, and finally give out the new mode of urban joint distribution, leaded by commerce markets. Then the model of cost allocation is to improve the mode of urban joint distribution of Anshun City.
