The Research And Development On Tianjin Expressway Video Monitoring System With Mobile Terminals

Expressway monitoring system is of vital significance for administrators to spot any abnormal operation and take timely and effective measures so as to ensure the smooth flow of traffic. Recently the all-round and all-route monitoring system has been applied gradually to various expressways in Tianjin, so that administrators can get a comprehensive understanding of the expressway condition within Tianjin from the surveillance center. With the ongoing technological development of mobile network and streaming media, monitoring video information assembled to the information center can be spread and released timely to the authorized mobile terminals, that is essential for handling urgent and specific requests in a timely manner.Based on expressway monitoring system in Tianjin, this study has proposed a terminal-oriented plan for its upgrading. Through the study on mainstream encoding methods and streaming media platform, it is determined that hardware architecture of the original MPEG-2 system should be upgraded according to H.264 standard so as to meet the demand of playing streaming media. After that, the design and development of software architecture and functional modules has been accomplished; then the debugging and testing of system is fulfilled.So far, the system has already been deployed and operated stably for over a year. It has played a vital role in emergency commanding and dispatching since through this system, authorized administrators have achieved real-time access to expressway monitoring information with mobile terminals.
