With the rapid development of multimedia processing technology and network communication technology, Video Monitoring System has been successfully applied in all kinds of industries. But the Video Monitoring System applied in traction substation, adapted to the traction power system,' is lacking so far. With the modernization of railway system and the increased pressure of the corporation' s reduce people but get ..more efficiency, the requirement of unmanned operation is very exigent. It is the inevitable trend that the video monitoring system applied in the railway system.All of the image compression methods are discussed and analyzed. According to the practical situations of railway communication, MPEG-4, the object-based method, is chosen. On the railway network transmission, optical fiber channels based on bus structure or star structure is recommend. According to the practical situation of the BaoLan second line' s video monitoring system, the C/S based video monitoring system is designed. On the realization of the system, IP multicast mode is adapted to make multi-client share the video picture; the dual active of control center make the system' s data more safe. The information disposal method, combined polling and transmit actively, avoided the data jam of the RS485 bus. The alarm of each little rectangular area increased the defense performance. And a video monitoring system of B/S based on streaming media was designed. The system based on Browser/Client/Server mode, integrated the C/S and B/S system' s strongpoint, will be employed widely. Finally, the integration of SCADA and video monitoring system is introduced. With the commercialization of mobile network, the trend of monitor field must be the control based on the mobile network.
