Zibo is one of the cities being short of water badly in China, and the per capita usable amount of water resources is only 232 cubic meters, less than 1/9 of the national per capita. In the face of the grim situation of water resources shortage, to strengthen the research on water resources management, and improve the protection effect and use efficiency of water resources, has an important significance to realize the sustainable utilization of water resources.Based on a large number of Chinese and foreign literatures and relevant laws and regulations, focused on the implementation of the new era national water policy, and the current situation of Zibo, combined with the overall goals of economic and social development, this paper carries out research and exploration of the implementation of the most strict water resources management system in Zibo. This paper outlines the characteristics of water resources in Zibo city and management situation, the experience of the other domestic industries management and water resources management abroad, and focuses on water resources allocation, conservation and protection, then studies the index systems and control systems of water quota control, water use efficiency, and water function zone limit pollutant, also determinates the warning line of important groundwater water level, key water conservancy project water level and water quality of water function zones. At the same time, through strengthening the policy formulation, system implementation, supervision and assessment, it improved the water resources management system and mechanism, and further enhanced the management of water resources of hard constraints, and promoted the achievement of building a water-saving society, and water resources management systematism and standardization. Through the test of practice, since the implementation of these measures, the regional water quantity in Zibo has been effectively controlled, the water use efficiency and effectiveness were significantly improved, the water quality of water function zone has been significantly improved, the balance of groundwater was realized basically, and water ecological environment has been effectively restored. And it promoted the sustainable utilization of water resources and transformation of economy development mode, also coordinated the water resources carrying capacity and the economic and social development. Moreover, the practice realized the reasonable development, efficient utilization, comprehensive conservation and effective protection of water resources, so as to support and guarantee the sustainable economic and social development in Zibo. The research results has important reference effect on implementing the most strict water resources management system in other cities in Shandong province.
