With the advancement of the intelligent substation construction, the building modes of the intelligent substation become more and more standardized, and the information of IED equipment within the station is also richer than before. The advanced application of the intelligent substation has achieved great improvement, and the electricity company puts forward the idea that the equipment of substation should transform from traditional regular maintenance to the condition based maintenance. The condition based maintenance is based on the test and evaluation of the equipment condition, and the technology of primary equipment on the online test of power system become the foundation for the condition based maintenance. Then the study of the secondary equipment is still in the beginning stages, which is not used in engineering. First, in this paper, the purposes of the study are about the condition based maintenance of the substation secondary equipment and the dynamic reconfiguration of the secondary system function(equipment), and then according to the analysis of the needs about the condition test of the secondary system function(equipment), we can identify the key content on the condition test of the different secondary system function(equipment). Second, it is about the research for the transformer protection device of 66 kV intelligent substation. It can set up the information models of the condition test about the transformer protection device of 66 kV intelligent substation, and according to the different test content, make the evaluation index and methods. And then it carries out the research about the dynamic reconfiguration on the secondary system function(equipment) of the intelligent substation and designs a general platform for the dynamic reconfiguration device, which realize the dynamic reconfiguration on the secondary system function(equipment) and also improve the reliability on operation of the secondary system function(equipment) of the intelligent substation. Finally, by the project of 66 kV intelligent substation in Shan Chengzi, Benxi, it has been verified to some effective in the condition test and evaluation and the dynamic reconfiguration of the secondary system function(equipment) in this paper, which also proved the feasibility and economy of this scheme.
