This paper mainly studies the evaluation method and its application of secondary intelligent equipment. First, reviews the development process of device maintenance of electrical power system, analyze the difference of condition based maintenance and regular maintenance. Tell the necessity, feasibility and superiority of condition based maintenance of relay protection equipment. Summarize the key technologies of condition based maintenance of relay protection device. Secondly, introduces the system structure of intelligent substation. analyze the secondary equipment condition monitoring and intelligent device testing technology in the intelligent substation on the basis of IEC61850 protocol, tell the principles and implementation ways of relay protection monitoring circuit physical link and logical link, design the relay protection on-line monitoring system and implementation process in 220kV Chang Feng intelligent substation, summarize the specific operable information of on-line monitoring for condition assessment. Finally, introducing the theory of fuzzy mathematics to evaluate the state of the secdary devices in the intelligent substation. Based on the fuzzy comprehensive evaluation, establish the weight set for many hierarchical evaluation factors with expert estimation and the hierarchical analysis method. Make appropriate fuzzy distribution function of evaluation factors to calculate the fuzzy relation matrix according to the characteristics of evaluation factors. Improve the fuzzy synthetic arithmetic operator. According to the principle of maximum membership carries on the analysis to the result of fuzzy comprehensive evaluation vector. Show the analysis results using percentile system. To prove that the evaluation method is reasonable and effective.We use this method to evaluate the relay protection equipment in Chang Feng intelligent substation, proved that the evaluation method is reasonable and effective. We introduced the theory of fuzzy mathematics in the intelligent secondary equipment evaluation, play the advantages of intelligent equipment on-line monitoring,convert the intelligent equipment qualitative judgment to the precise language that the computer can recognize, bring about Quantitative analysis of the running state of intelligent devices. It has the important meaning in the implementation of significance, standardized management for the electric power enterprise.
