Payment Schedule of the project is to study the project in order to make participation in the economic interests of both sides to realize how to maximize the reasonable control of project activities within the time schedule of the project. Because the interests of contractors and owners preferences tend to differ on the question of the payment schedule is necessary to achieve a fair and reasonable payment schedule optimization project issues from both sides of the joint angle. The previous project activities arranged payment schedule only consider static optimization financially, is a pre-project revenue expectations, in fact, consider this ignores the impact of other factors have to schedule arrangements, such as the allocation of resources in the balance factors, cost factors. Different payment schedule project activities will generate demand for different forms of distribution of resources, thereby affecting the two sides to achieve the implementation of the cost to produce and economic interests. Therefore, the payment schedule on the project only considering the problem of static gain financial benefit on both sides is extremely unreasonable not comprehensive. In this paper, the payment schedule in the joint research project optimization problem, considering the influence of both of the contractor and the owner as well as financial gains balanced allocation of resources to the project implementation costs. For the actual implementation of the project scheduling problem in traditional activities and considerations execution mode single issue, study the activities of multi-mode, time value of money, the cost of resource allocation and optimization of such factors as far as possible under the formation of a joint view of the above factors optimization model, with memory function using a simulated annealing heuristic algorithm to solve the problem, and finally, an example for solving the above model validation.
