| Construction safety supervision and management is an important work of official construction administration department. Recently, government and public pay more and more attention to this job, which brings pressure to the construction safety administrators. It's an important subject needed to resolve as soon as possible that how to carry on the construction safety supervision and management effectively, protect the safety of people's lives and properties and make sure the healthy development of national economy.Based on the fact of construction safety supervision and management in Dalian, this article describes the present situation of construction safety supervision and management in Dalian by questionnaire survey. The survey took among safety managers of the local administrative department in charge of construction, construction enterprises and supervision enterprises. Taking the questionnaire result, this paper summarizes four problems which are lagging legal system, large government interventions, organizational overlapping management, and poor enforcement. This paper then analyzes and finds the reasons of these problems. First, it is the inadequate of laws and the lack of administrative measures. Second, there are many shortcomings in the construction safety supervision and management model at present. The third reason is the irrational arrangement of regulatory power resources. Last, the lack of scientific supervising and self-supervising method is also an important reason. Based on the study and analyzing, this article summarizes four countermeasures against the problems, including, perfecting laws and regulations, improving supervision and management mode, strengthening regulation, and innovating regulatory initiatives.This paper provides reference for construction safety supervision and management in Dalian and the same kind cities. Because of the limitation of sample range and sample size, there are some facts in the article could be tested and improved in practice. |
