Currently, the drawing-up systems of land use planning, urban master planning and integrated transport planning are usually uncoordinated, and one of the most obvious disadvantages is the mismatching between land use and road network capacity. The heavy volume of traffic generated from unintended land use carries out the overload of the road network, resulting in serious traffic problems. Therefore, a study of the interaction mechanism between land use and road network capacity based on the three-plan-coordination is extremely necessary.This paper makes a detailed review of the theory, present situation and application of all three planning by searching large amount of documents. Land use planning and urban master planning must reach a consistency on land-use planning, and then the interactive feedback between land use and road network should be a focused research.On the one hand, traffic demand forecasting is leaded based on land use planning. In order to judge whether the road network can meet the traffic demand, the verification wire cutting method is proposed to calculate the capacity of the road network. Lastly, the methods to improve the road network capacity should be proposed closely connected with the former estimation.On the other hand, this paper discusses a method of OD back-stepping. The initial state of this back-stepping is the D class service level of key passages in the planning network. Then we can get an OD back-stepping matrix and obtain the traffic generation of each land parcel, which can ultimately be applied to adjust the scheme of land use planning.At last, this paper establishes a path of three-plan-coordination feedback loop. And the author uses a case study of Y city to confirm the science and operability of this interaction method between road network and land use.
