Three Sanjiangyuan Region,as a important water source for China and the Asia,plays an important role in regional ecological,it is really important to protect the ecological environment.The Qinghai Provincial Government has strengthened the ecological environment protection and strictly divided the economic functional areas within the province.The Sanjiangyuan National Park and the surrounding buffer zone are classified as prohibited development and restricted development zones.In this area,the mineral and processing industry activities are strictly controlled,and the scale of animal husbandry in the core protected areas is limited,but there is a lack of construction plans for the carbon emission restrictions in the Sanjiangyuan area.Therefore,this paper carried out supplementary research on the issue of transportation carbon emissions in the region,improved the regional ecological protection policy,and provided a realistic and reliable theoretical basis and a rationalized development path for ensuring the better ecological value of the Sanjiangyuan region.The article systematically studied the research results of low-carbon transportation in domestic and foreign areas,and selected the low-carbon transportation path in Sanjiangyuan area as the main research content.It scientifically designed the research methods of low-carbon transportation in Sanjiangyuan area,reasonably defined the low-carbon research scope in Sanjiangyuan area.Through the data collection,the article used the IPCC list method to calculate the carbon emissions of different transport modes and different energy types in the Sanjiangyuan region,systematically analyzed the carbon emission levels and trends in the Sanjiangyuan region from 2008 to 2016.and analyzed various factors which are affecting carbon emission levels by using principal component analysis and correlation analysis method,and came up with the conclusion of the most influential factor is diesel,followed by natural gas,the third is gasoline,the fourth is electricity,and the last is carbon emissions of raw coal.This article fully drew on the experience of low-carbon transportation and general low-carbon transport policy system in domestic and foreign cities,combined with the characteristics of the development of the transportation in the Sanjiangyuan region,scientifically planned the framework of low-carbon transportation path in the Sanjiangyuan region,Proposed relevant ideas and policy support from the perspectives of policy management and technology,the specific measures are as follows: clean energy alternatives,accelerate the implementation of the "national five" standard,increase investment in new automotive technology,rational planning of the transport system and structure,optimize the existing transport network,and promote green travel.
