| With the development of rapid economic growth,Shenzhen is facing many environmental problems,such as the continuous shrinkage of construction land,the reduction of resources,the deterioration of the environment,the continuous increase in demand for resources,the expansion of cities,and the increase in pressure on the ecological environment.Based on this background,In 2005,Shenzhen municipal government's combination of the current situation of the natural environment and the social development rate,it first proposed the delineation of the ecological wealth.However,the implementation of the delineation and control of the ecological wealth in Shenzhen has existed for a period of time,However,there are few studies on the effect of delineating the control of ecological red lines..Based on the above,when carrying out the research,first of all,by the purpose of exploring the effect of delineating management and control,on the basis of summarizing and referring to existing domestic research,relevant information is obtained through practical investigations,interviews,expert consultations,etc.Through the three levels of social benefits,economic benefits,and ecological benefits,24 evaluation indicators were selected,and an evaluation index system was established.The indicator system consists of the target layer,the criteria layer,and the indicator layer.At the same time,with the APH and MATLAB software,the weight of each level and sub-indexes is determined.After calculating the index weights,relevant data from the three years before and after the delineation and control of the Shenzhen Ecological wealth were obtained through inquiring related databases,and empirical research was conducted.However,because of the different character of the indicators,they could not be applied directly.Therefore,Z-Score was selected.The standardized method standardized the actual values of each indicator.Afterwards,the multi-objective linear weighted summation comprehensive evaluation mathematical model evaluation method was used to calculate the comprehensive benefit value before and after the management of the ecological wealth area in Shenzhen,and the value of the subsystems.In addition,cities that have not yet delineated the ecological wealth were introduced to calculate the relevant benefits,and a comparative study was conducted.After that,the comprehensive analysis before and after the control and the profit value of each subsystem,as well as the comparison with the benefit value of the reference city.Evaluate its implementation effects,identify shortages,analyze the reasons,and suggest relevant improvements.Based on the results obtained by the calculation and the related comparative analysis,the following conclusions are drawn:(1)Analysis of changes in the value of benefits before and after the city Ecological Welath delineation and control.The delineation and control of the Shenzhen Ecological Welath achieved relatively good results.The comprehensive benefit value increased from-0.145 before the control to 0.228 after the control,and the economic benefit increased from 0.1108 before the control to 0.8221,and the environmental quality value was increased from-0.399 before the control to 0.476 after the control,and resource utilization increased from 0.132 before control to 0.262.At the same time,the aforementioned value of benefits has been increasing,and the growth trend is obvious.However,the social benefits have dropped from-0.261 to-0.275 before the control,but In 2006 and 2007,the value of social benefits reached a relatively high level.At the same time,the value of social benefits has been fluctuating over this interval.(2)Analysis of changes before and after control of various evaluation indicators.Among the 24 control indicators,except for the total output value of agriculture,forestry,animal husbandry and fishery,the amount of industrial wastewater discharge,the total sown area of crops,the comprehensive utilization rate of industrial solid waste,the compliance rate of industrial wastewater discharge,and the density of population are in the negative state,such as agriculture,forestry,and animal husbandry.The total number of fishery output fell from 340.57 million yuan in the initial period to 1.87859 million yuan after the control,the industrial wastewater discharge increased from 64.44 million tons to 83 million tons,and the industrial wastewater discharge compliance rate dropped from 96.8% to 94.7%.All other indicators have shown steady growth and have developed in a favorable direction.Therefore,the above indicator showing a negative state indicators should be the key indicator for future management and control of ecological Wealth in Shenzhen.(3)A comparative analysis of the benefits with Guangzhou City.It was found that in the reference comparison years,the total value of benefits in Guangzhou was higher than that in Shenzhen.chose 2008 year as the reference year,the economic value,resource utilization value,social benefit,and comprehensive benefit value of Guangzhou were 1.517 ?0.935? 0.747 and 0.631 all were higher than Shenzhen's 0.8221?0.299?-0.275,and 0.228,but in terms of environmental quality,Shenzhen was 0.476 higher than Guangzhou's 0.110.At the same time,through comparison,it was found that Shenzhen's various benefit values after delineating control have achieved significant growth.Therefore,it can be shown that the Ecological Welath delineation and control in Shenzhen has achieved good results and is still worthy learning from other provinces and cities.(4)Finally,based on the problems in the process of delineating the management and control,the reasons were analyzed.At the same time,combined with the current status of eco-environmental protection and socio-economic development in Shenzhen,improvement suggestions were put forward for the analysis of the problems,that is,to speed up the industrial transformation and upgrade and adopt a comprehensive The ecological compensation mechanism,community development and environmental protection are carried out simultaneously,matching laws and regulations and security mechanisms,adopting a hierarchical management and control mechanism,strengthening the monitoring and inspection mechanism,improving the management assessment system,matching the market control and protection mechanism,improving the publicity and education system,and actively establishing Information disclosure system,etc.to achieve control.This article takes Shenzhen as the research object,discusses the effect of the Ecological Welath delineation and control project after the implementation,analyzes and evaluates the benefits after implementation,analyzes the problems in the delineated and control,and puts forward suggestions for improvement.It is hoped that the study in this paper will help to delineate and control Ecological Welath of other cities. |
