The disposal of municipal solid waste has become an issue that affects sustainable development and urgently needs to be solved by all countries in the world. As the world's largest developing country,China's municipal solid waste continues to increase, and the phenomenon of garbage siege has become increasingly acute. At present, countries generally choose to incineration or landfill to dispose of municipal solid waste.Although waste incineration power generation has significant economic benefits, due to differences in public awareness of the individual, differences in knowledge system backgrounds, and tolerability of environmental risks, there are varying degrees of risk perception for the potential environmental impacts of incineration, and gradually form the " Not-In-My-Back-Yard" that solidifies in the heart, may in turn lead to group conflicts. Therefore,in this paper, researchers on risk perception comparative evaluation between internal employees and surrounding residents of a large-scale operation waste incineration plant were shown below:(1)Based on the field research of a large-scale municipal solid waste incineration plant and the in-depth interviews with residents and internal employees on risk perception,QSR NVivo8 software was used to analyze the in-depth interview records and audio,to clarify the influencing factors and establish rooted theoretical models of risk perception of residents and employees during the operation period of incinerators.Based on this, combined with previous studies, the risk perception evaluation index system for residents and employees of incinerators, including risk source perception level assessment, risk source perception level assessment, and risk conflict perception level assessment. The two evaluation systems have distinct levels and comprehensive indicators. The first-level and second-level indicators are the same and are applicable to comparative evaluation studies.(2)Combined with the entropy method and fuzzy comprehensive evaluation method, the risk perception evaluation models for residents and employees of incineration plants were established. These evaluation models absorb the characteristics of objective entropy method and the advantage of fuzzy comprehensive evaluation method that is not affected by the evaluator. It is simple and easy to calculate, has strong operability, and has objective subjectivity, and meet the needs of the evaluation.(3)A comprehensive comparative evaluation of the risk perception of internal employees and surrounding residents of a large-scale municipal solid waste incineration plant was conducted using the model established. The 46.4% of respondents had a perception of incineration plant operating risk that was “strong”,and the employee's perception of risk is average. There are 28.7% of the interviewed employees belong to “stronger”.Residents' perception of the risk of incineration plant operation is stronger than that of employees'.This paper compares the two risk perception influencing factors of residents and employees, the frequency of keywords in the interviews, and the comparison of evaluation results, and proposes scientific and reasonable suggestions for alleviating public concerns and reducing public perception risks.Providing reasonable crisis response measures for government and incinerator managers to avoid mass conflict caused by environmental impact. In summary, this paper compares and evaluates the risk perception of internal employees and inhabitants around the incineration plant during the operation period, and provides a reference for the government and incinerator managers to provide reasonable crisis response measures.
