| General secretary of the report,the party’s 19 xi proposed accelerate the construction of ecological civilization system reform,beautiful China strategy,development of green industry,are growing substantially improve the ecological environment of our country.The improvement of the ecological environment is a huge project,and the history of our country is too much to account for.At present,the main financing of the governance environment originates from the local finance,which is undoubtedly a drop in the bucket,introducing social funds and allowing private capital to participate in ecological protection and environmental governance as an inevitable trend.PPP environmental protection industry fund,as a kind of green financial innovation,can use the market-oriented approach will bring together government capital and private capital,mix,effectively ease the insufficient funds,promote the development of environmental protection industry.The project of environmental protection industry is characterized by large input scale,long benefit time and uncontrollable factors.The primary task of private capital participation fund is to carry out an effective evaluation of project risk.This paper for the multiple failures on PPP project summary,summing up and sorting the cause of the PPP project failure factors,combined with the WBS and RBS and the PPP,the characteristics of the environmental protection industry fund gradually,based on PPP projects in different stages of the environmental protection industry fund projects is analyzed of the risk of each process,it is concluded that the PPP preliminary risk identification of environmental protection industry fund as a result,a total of 28 risk factors,including five political risk,five three law risk,financial risk,nine project risk,four market risks and gains two force majeure risks;Secondly,private capital participated in the risk assessment study based on fuzzy evaluation.Using the analytic hierarchy process(ahp)to determine the weight of the risk assessment index,and comprehensive sort of risk factors,the fuzzy comprehensive evaluation method for private capital to participate in the PPP to evaluate the risk of environmental protection industry fund,constructed based on the fuzzy evaluation of the PPP risk assessment model of environmental protection industry fund;Finally,the risk assessment model is used to analyze environmental governance and environmental protection projects.Results showed that the PPP environmental protection industry fund environmentalgovernance belongs to medium risk project,the influence of the first five risk factors for market competition,market demand,the opportunity cost increases,positioning error of investment and environmental degradation.Environmental protection projects belong to higher risk projects,which are more affected by natural disasters,market competition,policy changes,market demands and environmental degradation. |
