Research On The Environmental Carrying Capacity Analysis Applied In Environmental Impact Assessment

Plan Environmental Impact Assessment,it is a comprehensive evaluation process scientific and systematic,for the adverse effects that may be affected during or after the plan is implemented on the environment and ecology.EIA takes the principles of whole process of interaction,consistency,integrity,hierarchy,and scientific,so that EIA throughout the construction and development of human society,make it an important guarantee for building eco-city,civilized city and recycling-oriented city,and promote the sustainable development of society Effectively.In the evaluation process to policy-oriented,to refine and concrete the a series of goals in the policy related features in terms of time and space,finally,put concrete projects or projects into practice.In order to strengthen the work of the China’s EIA,for making it more scientific,so that can reduce the negative impact of the planning program on the environment,Our country was implemented the《Technical Guidelines for Plan Environmental Impact Assessment General principles》(HJ 130-2014)on September 01,2014.At present,the work of our EIA is being vigorously promoted by the governments at all levels,that achieved good results,however,due to the short development period in our country,so that some problems still exist in the planning of EIA.This article mainly to the EIA of XI’AN INTERNATIONAL TRADE LOGISTICS PARK as an example,select the amount of representation for the GDP,then taking water resources carrying capacity,COD carrying capacity,SO2 carrying capacity,energy carrying capacity and carrying capacity of sewage treatment system as the single factor evaluation index,then carrying on the quantitative analysis to the comprehensive carrying capacity,converted into intuitive economic values,and make the appropriate recommendations.After calculating that comprehensive carrying capacity of 2010,2015 and 2020 is 5.572 billion,12.68 billion and 23.0 billion,integrated environmental carrying rate is 0.2907、0.5915 和 0.6522,this shows that environmental resources can meet the social economic development.Environmental resources carrying rate of Water resources,COD,SO2,energy consumption is in a weak load or suitable load condition,that can meet the needs of regional economic development,but carrying rate of sewage treatment system is 0.5226,1.5000,1.2500 in 2010,2015 and 2020,can not suit the economic development’s needs,that should take timely measures,E.g control the discharge of existing enterprises,and plan new wastewater treatment plants.
