Sector Order To Reduce CO₂ Emissions And The Evolutionary Game Of Local Government And Enterprise

Reducing greenhouse gas emissions and alleviating thegreenhouse effect,are the global concerns,become the practical problems of human survival anddevelopment.To reduce the impact of the greenhouse effect on politics,economy,society,resources,etc.,countries around the world have adopted a variety of positive means to reduce greenhouse gas emissions.Therapid economicgrowth of China results in the large amounts ofgreenhouse gases released.Currentlythe total carbon dioxide emissions in China has overtaken the United States,ranking first in the world.Coordinating reasonably the relationship between the economy and the environment is the key to the sustainable development of China,developing and implementing reasonable reduction policy,achieving emission reduction targetshave the important influence on achieving low carbon economy.This paper firstly introduces the background,theoretical significance,theoretical reviewsof the related literature,main ideaand methods of this study.Secondly,this paper has analyzed the three statuses and four influencing factors of China’s carbonemissions.Then,from two aspects of structure adjustment and technology progress,a general framework of the mitigating order of sector and development countermeasures was innovated to mitigate CO₂ emissions and release environmental pressures,the study was based on the Ghost input-output model and sensitivity analysis.Using this method in Chinese reality,we analyzed all sectors in China,combined them into forty sectors,adopted input-output table of 2002 and 2012 and CO₂ emission data of sectors.thirdly,considering that evolutionary game theory is an effective method in the research of this contradiction,an evolutionary game model between the government and enterprises was constructed in this paper under the mechanism of static and dynamic subsidy or punishment by local government.Four Influencing parameters,including carbon allowance,carbon trading price,governmental supervision fee and enterprise abatement invest（emission reduction effect parameter）,are compared for their contributions to the evolutionarily stable strategy.meanwhile,this paper analyzed the relationship between the subsidy of government and structure adjustment of enterprises.Five Influencing parameters,includingunit operating profit incentives,unit discharge,unit product carbon content,unit of output management profit and yield,are compared for their contributions to the evolutionarily stable strategy.Finally,basing on the results,we have given suggestions about reducing carbonemission in China effectively.
